(The Conversation) – Through her poetically constructed images, Hoda Afshar illuminates a world overshadowed by history and atrocity. Yet we never see despair: we see defiance, comradeship, reinvention and a search for how photography can activate new ways of thinking.

Afshar was born in Iran and migrated to Australia in 2007. She began her practice as a documentary photographer in Tehran, having originally been attracted to acting.

Staging and creative intervention would become significant features of her work.

Even in her early, nominally “documentary” series, you can sense an embracing of the ambiguity of the still image, and an interest in composing a reality more vivid (and perhaps genuine) than dispassionate reportage might be capable of.

Afshar is now one of Australia’s most significant photo media artists, so it’s a surprise that Hoda Afshar: A Curve is a Broken Line at the Art Gallery of New South Wales is her first major survey exhibition.

What unites her materially diverse work is a concern with visibility: who is denied it, what is made visible by media, and how photography can reveal, overlook and manipulate truth.

Much of her work addresses critical humanitarian issues of our time: war, statelessness, diaspora, oppression, corruption. She challenges stereotypes. We don’t see passive victims or closed narratives: we are introduced to new perspectives that might lead us to reappraise the world we inhabit.

Familiarity and distance

The exhibition is made up of six bodies of work, the first of which began with the passing away of her father in Iran.

In the exodus, I love you more (2014–) is a portrait of her home country formed by experiences of familiarity and distance. The artist is both at home and searching, like an outsider. Images suggest at times an intimate proximity, and at others a separation akin to the one made by raising a camera to your eye.

Afshar examines her experience of migration and, she tells me, seeks to “dismantle the idea of there being one way of seeing Iran”.

The final image in this series shows the erasure of a woman’s face in a painted Persian miniature.

In the adjoining room, the new series In turn (2023) is a suite of large, framed photographs of Iranian women based in Australia. Many images show them as they tenderly braid one another’s hair. These women are unidentifiable, apart from artist and activist Mahla Karimian, who appears airborne with a pair of flying doves.

This work was catalysed by the women-led protest movement sparked by the death of Mahsa Jina Amini, an Iranian Kurdish woman arrested in September 2022 for not following Iran’s strict female dress codes. The uprising filled the streets with women chanting “Women, Life, Freedom!” and “Say her name!” in fearless defiance of authorities, who responded with murderous retaliation.

Afshar was observing her homeland from afar. She says she wanted to “share voices the media was ignoring”. She was inspired by social media images of women plaiting each other’s hair in public: a rebellious act that echoes a practice of female Kurdish fighters preparing for battle.

But the images aren’t violent. They’re quietly peaceful, showing solidarity in grief, hope and determination. In making this “visual letter” to her Iranian sisters, Afshar has risked long-term exile from her country of birth.

Resolute defiance

Much of Afshar’s work fearlessly tells stories that have been hidden or misrepresented.

Remain (2018) was made in collaboration with asylum seekers detained on Manus Island.

This work is made up of a series of austere, absorbing portraits and a large-scale two-channel video installation.

We see men imprisoned in a place that would otherwise resemble paradise. We hear their voices recounting experiences of trauma and displacement. But, with Afshar, they co-create performative, narrative-evoking works that avoid degrading cliches of victimhood.

The most widely recognised image in this series is a portrait of Kurdish Iranian writer and filmmaker Behrouz Boochani, who chose to be pictured alongside fire. Smoke and flames echo the ardent strength of his gaze. This strength allowed him to emerge a free man after six years of incarceration.

In Behold (2016), once more we see acts of resolute defiance by people performing for the camera. Afshar was invited by a group of gay men to observe re-enacted gestures of protection and intimacy outlawed in most of the Middle East.

Unable to freely express their love in society, they disclose and affirm it for Afshar and her lens.

Agonistes (2020) pays homage to a group of Australian whistleblowers who appear as a Greek chorus of heroic truth tellers.

Created through a complex process of photographic recording and 3D printing that conjures lifelike detail, the portraits look like sculpted marble busts. But this rendering leaves the eyes blank, and captions describing the corruption revealed by each figure don’t divulge their names.

Afshar maintains her practice of disclosing truth while protecting those who have the courage to tell it.

Being alive is breaking

Speak the wind (2015–22) returns us to Iran, to the Strait of Hormuz, where “ill winds” are said to blow. African slaves were brought here over centuries, a trade only stopped in the 1920s.

Afshar’s photographs and video imagery explore a place haunted by history. We see the outward manifestations of an invisible wind (dramatically carved rock formations, ripples in water, flowing fabric). Shrouded figures bow on the dry earth, seeking cure from possession by malicious spirits.

Afshar investigates to what extent we are captives of history (in Australia we must grapple with the legacy of colonisation). In making this lyrical work, Afshar again collaborated with local people, some who made drawings of “wind spirits” they said they had encountered.

The title of the exhibition was inspired by lines in a poem by Kaveh Akbar:

a curve is a straight line broken at all its points so much
of being alive is breaking.

Hoda Afshar’s work addresses conflict, injustice, mobility and the often fragile state of being alive. It reminds us that dominant powers can be challenged by exposing truth and envisioning something new.

In a historic ruling today, a Queensland court has said the massive Clive Palmer-owned Galilee Basin coal project should not go ahead because of its contribution to climate change, its environmental impacts, and because it would erode human rights.

The case was mounted in 2020 by a First Nations-led group of young people aged 13 to 30 called Youth Verdict. It was the first time human rights arguments were used in a climate change case in Australia.

The link between human rights and climate change is being increasingly recognised overseas. In September this year, for example, a United Nations committee decided that by failing to adequately address the climate crisis, Australia’s Coalition government violated the human rights of Torres Strait Islanders.

Youth Verdict’s success today builds on this momentum. It heralds a new era for climate change cases in Australia by youth activists, who have been frustrated with the absence of meaningful federal government policy.

1.58 billion tonnes of emissions

The Waratah Coal mine operation proposes to extract up to 40 million tonnes of coal from the Galilee Basin each year, over the next 25 years. This would produce 1.58 billion tonnes of carbon emissions, and is four times more coal extraction than Adani’s operation.

While the project has already received approval at the federal government level, it also needs a state government mining lease and environmental authority to go ahead. Today, Queensland land court President Fleur Kingham has recommended to the state government that both entitlements be refused.

In making this recommendation, Kingham reflected on how the global landscape has changed since the Paris Agreement in 2015, and since the last major challenge to a mine in Queensland in 2016: Adani’s Carmichael mine.

She drew a clear link between the mining of this coal, its ultimate burning by a third party overseas, and the project’s material contribution to global emissions. She concluded that the project poses “unacceptable” climate change risks to people and property in Queensland.

The Queensland Human Rights Act requires a decision-maker to weigh up whether there is any justifiable reason for limiting a human right, which could incorporate a consideration of new jobs. Kingham decided the importance of preserving the human rights outweighed the potential A$2.5 billion of economic benefits of the proposed mine.

From a legal perspective, I believe there are four reasons in particular this case is so significant.

1. Rejecting an entrenched assumption

A major barrier to climate change litigation in Queensland has been the “market substitution assumption”, also known as the “perfect substitution argument”. This is the assertion that a particular mine’s contribution to climate change is net zero, because if that mine doesn’t supply coal, then another will.

Kingham rejected this argument. She noted that the economic benefits of the proposed project are uncertain with long-term global demand for thermal coal set to decline. She observed that there’s a real prospect the mine might not be viable for its projected life, rebutting the market substitution assumption.

This is an enormous victory for environmental litigants as this was a previously entrenched argument in Australia’s legal system and policy debate.

2. Evidence from First Nations people

It was also the first time the court took on-Country evidence from First Nations people in accordance with their traditional protocols. Kingham and legal counsel travelled to Gimuy (around Cairns) and Traditional Owners showed how climate change has directly harmed their Country.

As Youth Verdict co-director and First Nations lead Murrawah Johnson put it:

We are taking this case against Clive Palmer’s Waratah Coal mine because climate change threatens all of our futures. For First Nations peoples, climate change is taking away our connection to Country and robbing us of our cultures which are grounded in our relationship to our homelands.

Climate change will prevent us from educating our young people in their responsibilities to protect Country and deny them their birth rights to their cultures, law, lands and waters.

This decision reflects the court’s deep engagement with First Nations’ arguments, in considering the impacts of climate change on First Nations people.

3. The human rights implications

In yet another Australian first, the court heard submissions on the human rights implications of the mine.

The Land Court of Queensland has a unique jurisdiction in these matters, because it makes a recommendation, rather than a final judgment. This recommendation must be taken into account by the final decision-makers – in this case, the Queensland resources minister, and the state Department of Environment and Science.

In an earlier proceeding, Kingham found the land court itself is subject to obligations under Queensland’s Human Rights Act. This means she must properly consider whether a decision to approve the mine would limit human rights and if so, whether limits to those human rights can be demonstrably justified.

Kingham found approving the mine would contribute to climate change impacts, which would limit:

  • the right to life
  • the cultural rights of First Nations peoples
  • the rights of children
  • the right to property and to privacy and home
  • the right to enjoy human rights equally.

Internationally, there are clear links made between climate change and human rights. For example, climate change is worsening heatwaves, risking a greater number of deaths, thereby affecting the right to life.

4. A victory for a nature refuge

Kingham also considered the environmental impacts of the proposed mine on the Bimblebox Nature Refuge – 8,000 hectares semi-arid woodland, home to a recorded 176 bird species, in the Galilee Basin.

She deemed these impacts unacceptable, as “the ecological values of Bimblebox [could be] seriously and possibly irreversibly damaged”.

She also observed that the costs of climate change to people in Queensland have not been fully accounted for, nor have the costs of mining on the Bimblebox Nature Refuge. Further, she found the mine would violate Bimblebox Alliance’s right to family and home.

Making history

This case has made legal history. It is the first time a Queensland court has recommended refusal of a coal mine on climate change grounds, and the first case linking human rights and climate change in Australia. As Kingham concluded:

Approving the application would risk disproportionate burdens for future generations, which does not give effect to the goal of intergenerational equity.

The future of the project remains unclear. But in a year marked by climate-related disasters, the land court’s decision offers a ray of hope that Queensland may start to leave coal in the ground.The Conversation

You might feel despondent after reading news reports about countries doubling down on fossil fuels to cope with energy price spikes.

Don’t. It’s a blip. While the Russian invasion of Ukraine has led to a temporary fossil fuel resurgence, it also accelerated Europe’s renewable ambitions. And the United States and Australia have finally passed climate bills. This week, federal energy minister Chris Bowen announced “Australia is back” on climate action.

There’s better news too. In March this year, the world hit one terawatt of installed solar. By 2025, the world’s polysilicon factories are predicted to bounce back from supply shortages and churn out enough high-purity silicon for almost one terawatt of solar panels every year.

Coupled with major growth in wind, pumped hydro, energy storage, grid batteries
and electric vehicles, the solar boom puts zero global emissions within reach before 2050.

Best of all – Australia could show the world how to add solar to their grid. You might not suspect it, but we’re the global leaders in finding straightforward solutions to the variability of solar power and wind. We’re showing that it’s easier to get carbon emissions out of electricity generation than many predicted.

Rapid, deep and cheap emissions reductions

This surge in the renewable supply chain allows sustained exponential growth that is already disrupting fossil fuel markets in some countries, notably Australia.

This year, global fossil fuel prices have skyrocketed in the wake of the Russian invasion of Ukraine. In turn, that’s generated intense interest in solar and wind energy to boost domestic energy security, particularly in Europe, which needs to wean itself off Russian gas.

While fossil fuels are concentrated in countries such as Russia, Saudi Arabia and Australia, solar and wind resources are widely distributed. Most countries can generate all their own energy from the sun and wind.

Europe could readily become energy independent, harnessing its enormous North Sea offshore wind resources and solar in the south. Even densely populated countries such as Japan and Indonesia have far more solar and wind resources than they need.

Solar and wind now provide the cheapest new electricity generation in most markets. As a bonus, the widespread uptake of solar and wind will eliminate many of our worst air pollutants and improve our health.

Why are solar and wind winning?

In a word, cost. Solar and wind have won the race for the energy of the future because they are cheap. Once built, the fuel is free, and does not need to be imported or dug up.

Wind and solar are being built three times faster than everything else combined. It follows they will dominate future energy markets as existing fossil fuel generators retire and electricity use grows rapidly.

Nuclear generation hasn’t grown in the past decade. Coal and gas plants able to capture and store carbon have not got traction in the energy market. Hydroelectricity can’t expand much further. There will, however, be a huge market for off-river pumped hydro energy storage.

There are no serious technical, environmental or material constraints to solar power on any scale. However, solar has been hit by supply chain issues in recent months, with major price spikes in polysilicon. These are common to any rapidly growing industry, and should resolve as more suppliers see the opportunity and enter the market.

There is enough land

Most of the world’s population live at moderate latitudes with good sunshine on most days. Here, solar is effectively unlimited. Those further north have abundant wind energy (particularly offshore wind) to offset weaker solar in winter.

Sceptics point out you need more land or sea to produce the same amount of electricity as fossil fuel plants. While true, solar farms can happily coexist with livestock and cropping to create a double income for farmers. The solar electricity needed to power the world and eliminate all fossil fuels can be generated from about 1% of the land area devoted to agriculture.

Once we have cheap clean electricity, we can use it to eliminate the use of fossil fuels altogether by electrifying nearly everything: transport, heating, industry and chemical production. This could reduce emissions by three quarters.

Global electricity production will need to rise sevenfold to about 200,000 terawatt-hours a year to give everyone the energy needed to reach developed nation living standards. But this is not all that hard over the next 30 years. And the alternative – keep pumping warming pollutants into the atmosphere – will make the lives of our children harder and harder.

Together, solar and wind have passed two terawatts of installed capacity. That means we’re about 2% of the way to reaching the almost 100 terawatts of solar and wind required to decarbonise the world, while raising living standards.

Annual solar deployment needs to double every four years to get the job done by 2050–60 – similar to the global growth rate achieved over the past decade.

Australia can show the way

You might not think it, given the decade of political climate wars, but Australia is the world leader in terms of solar electricity produced per person.

In Australia, solar and wind are booming while coal is rapidly falling. We’re already on track to reach 80-90% renewables by 2030. Remarkably, our per capita solar generation is twice as large as the second placed countries (Germany, Japan and the Netherlands) and far ahead of China and the USA.

Australia is quietly demonstrating how to accommodate huge new flows of cheap, clean electricity. The world will soon follow suit. The Conversation

The Indo-Pacific region, which includes 24 nations and stretches from Australia to Japan and from India to the U.S. west coast, is home to both the largest concentration of humanity and the greatest source of global emissions. In 2020, the region produced 16.75 billion tonnes of carbon dioxide from the consumption of oil, gas and coal — more than all other regions worldwide combined.

Success in the global effort to keep global warming below 2 C and stop catastrophic climate change depends on the region to move away from coal and other fossil fuels. Yet at the COP26 climate summit in Glasgow, Scotland, China and India proposed countries agree to “phase down” coal instead of “phase out.”

Insufficient financing and the need to increase total energy availability — especially as more sectors become electrified — remain among the structural challenges to energy transitions around the world. China, however, is currently in a better position than the West to assist the Indo-Pacific due to geography, trade dynamics and its own clean tech sector. This could reorient economic networks and shift the balance of power in the region.

As a researcher in the field of green-industrial strategy, I am worried that the democratic world is increasingly losing ground to China in this emerging geo-economic arena. Unless the West provides an alternate network to help the region meet its energy transition needs, it risks ceding the economic alignment of the Indo-Pacific region to China’s government.

Decarbonization

A recent Bloomberg report demonstrated that many Indo-Pacific states can’t meet their 2050 energy transition needs from domestic onshore solar and wind generation. Energy imports have long been a feature of regional politics, but the economics of the energy transition change existing dynamics, favouring fixed-grid integration over more flexible liquid energy imports.

It costs less, in many cases, to build large grids that deliver energy as electrons compared to the added costs of using an energy carrier like hydrogen, which might need to be imported, to meet clean energy needs. Already the Indo-Pacific is moving in the direction of being “wired up,” as demonstrated by the proposed 3,800-kilometre-long “sun cable” to connect Australian solar resources with energy markets in Singapore.

The most efficient course of decarbonization for many East Asian states is to expand their grid connections to their neighbour’s, but this is marred by geo-security risks. Taiwan, South Korea and Vietnam, for example, might be less willing to stand up to Beijing if most of their electricity ran through China. And does Japan really want to meet its renewable energy needs by routing power through Russian grid connections?

In addition, much of the industrial capacity for key green technologies and resources required for Indo-Pacific countries to tap their own renewable resources is based in China. A whopping 70 per cent of global lithium cell manufacturing capacity is found in China, and Chinese firms are responsible for the production of 71 per cent of photovoltaic panels (through a supply chain riddled with the usage of Uyghur slave labour).

Meanwhile, a recent White House report put Chinese firm ownership of global cobalt and lithium processing infrastructure at 72 per cent and 60 per cent, respectively.

Export polluting industries

China’s dominance in the production of clean energy technologies is also bolstered by the success of the nation’s trade networks. China is already the largest source of trade for most countries in the region, and through its Belt and Road Initiative, Beijing is increasingly providing financing for regional infrastructure.

The nature of Chinese infrastructure investments through the initiative has, so far, been damaging to global efforts to combat climate change. China had been the largest financier globally of coal plants, following a development pattern established by wealthier countries (western and non-western), of exporting polluting industries to poorer nations.

However, President Xi Jinping, in keeping with his endorsed vision of ecological civilization, has made improving the sustainability of China’s trade networks a priority. China’s established trade networks within the region provide a foundation for an increasingly Sino-centric economic orbit, and will likely be flipped to distribute clean energy infrastructure in the Indo-Pacific.

Energy transitions

It’s important the West develop its own green foreign investment strategy to provide Indo-Pacific states a choice of infrastructure as they transition their economies. Giving Indo-Pacific countries, especially energy-poor South and East Asian states, the option to purchase low-carbon technology and resources from a variety of sources will alleviate pressure to concede to Chinese foreign-policy.

Over the long term, the West must focus on developing supply chains in solar and and lithium-ion batteries to balance out Chinese capacity in these markets. However, there are a range of energy transition technologies that western states hold a competitive advantage in, and that could be the focus of a development strategy for the region — starting right now. Investments should, for instance, immediately focus on lowering the costs of exporting green hydrogen by maritime routes.

Australia and Canada both have favourable renewable energy resources to produce green hydrogen, with Canada a leader in the development of hydrogen fuel cells.

Many Indo-Pacific countries have opportunities to generate power from sources beyond wind and solar, with Indonesia and the Philippines already market leaders for geothermal. When it comes to wind, U.S. and European wind turbine manufacturers share about 60 per cent of the market.

In June, G7 leaders announced the Build Back Better World (B3W) partnership, which aims to use their financing potential to help low- and middle-income countries meet an estimated US$40 trillion in infrastructure needs.

It is too early to speculate on the success of the B3W, but its visible actions have been limited to scoping tours in Latin America and West Africa, with another planned for South East Asia.

However, the B3W could look to the recent financing deal between the U.S., Germany, France and the United Kingdom to aid South Africa’s transition from coal power for inspiration. The first B3W funded projects are slated to be announced in early 2022.

Decision-makers in China know that in the short term they are uncertain to come out on top in a hard power competition with the U.S., and have identified economic dominance as another front of strategic competition. Subsequently, if the West doesn’t want to further cede the economic orientation of the Indo-Pacific towards China, it must increase its efforts to provide the region’s states with a strategic choice in how they meet their energy transition infrastructure needs.The Conversation

( The Conversation) – Offshore wind farms are an increasingly common sight overseas. But Australia has neglected the technology, despite the ample wind gusts buffeting much of our coastline.

New research released today confirms Australia’s offshore wind resources offer vast potential both for electricity generation and new jobs. In fact, wind conditions off southern Australia rival those in the North Sea, between Britain and Europe, where the offshore wind industry is well established.

More than ten offshore wind farms are currently proposed for Australia. If built, their combined capacity would be greater than all coal-fired power plants in the nation.

Offshore wind projects can provide a win-win-win for Australia: creating jobs for displaced fossil fuel workers, replacing energy supplies lost when coal plants close, and helping Australia become a renewable energy superpower.

The time is now

Globally, offshore wind is booming. The United Kingdom plans to quadruple offshore wind capacity to 40 gigawatts (GW) by 2030 – enough to power every home in the nation. Other jurisdictions also have ambitious 2030 offshore wind targets including the European Union (60GW), the United States (30GW), South Korea (12GW) and Japan (10GW).

Australia’s coastal waters are relatively deep, which limits the scope to fix offshore wind turbines to the bottom of the ocean. This, combined with Australia’s ample onshore wind and solar energy resources, means offshore wind has been overlooked in Australia’s energy system planning.

But recent changes are producing new opportunities for Australia. The development of larger turbines has created economies of scale which reduce technology costs. And floating turbine foundations, which can operate in very deep waters, open access to more windy offshore locations.

More than ten offshore wind projects are proposed in Australia. Star of the South, to be built off Gippsland in Victoria, is the most advanced. Others include those off Western Australia, Tasmania and Victoria.

Our findings

Our study sought to examine the potential of offshore wind energy for Australia.

First, we examined locations considered feasible for offshore wind projects, namely those that were:

  • less than 100km from shore
  • within 100km of substations and transmission lines (excluding environmentally restricted areas)
  • in water depths less than 1,000 metres.

Wind resources at those locations totalled 2,233GW of capacity and would generate far more than current and projected electricity demand across Australia.

Second, we looked at so-called “capacity factor” – the ratio between the energy an offshore wind turbine would generate with the winds available at a location, relative to the turbine’s potential maximum output.

The best sites were south of Tasmania, with a capacity factor of 80%. The next-best sites were in Bass Strait and off Western Australia and North Queensland (55%), followed by South Australia and New South Wales (45%). By comparison, the capacity factor of onshore wind turbines is generally 35–45%.

Average annual wind speeds in Bass Strait, around Tasmania and along the mainland’s southwest coast equal those in the North Sea, where offshore wind is an established industry. Wind conditions in southern Australia are also more favourable than in the East China and Yellow seas, which are growth regions for commercial wind farms.

Next, we compared offshore wind resources on an hourly basis against the output of onshore solar and wind farms at 12 locations around Australia.

At most sites, offshore wind continued to operate at high capacity during periods when onshore wind and solar generation output was low. For example, meteorological data shows offshore wind at the Star of the South location is particularly strong on hot days when energy demand is high.

Australia’s fleet of coal-fired power plants is ageing, and the exact date each facility will retire is uncertain. This creates risks of disruption to energy supplies, however offshore wind power could help mitigate this. A single offshore wind project can be up to five times the size of an onshore wind project.

Some of the best sites for offshore winds are located near the Latrobe Valley in Victoria and the Hunter Valley in NSW. Those regions boast strong electricity grid infrastructure built around coal plants, and offshore wind projects could plug into this via undersea cables.

And building wind energy offshore can also avoid the planning conflicts and community opposition which sometimes affect onshore renewables developments.

Winds of change

Our research found offshore wind could help Australia become a renewable energy “superpower”. As Australia seeks to reduce its greenhouse has emissions, sectors such as transport will need increased supplies of renewable energy. Clean energy will also be needed to produce hydrogen for export and to manufacture “green” steel and aluminium.

Offshore wind can also support a “just transition” – in other words, ensure fossil fuel workers and their communities are not left behind in the shift to a low-carbon economy.

Our research found offshore wind could produce around 8,000 jobs under the scenario used in our study – almost as many as those employed in Australia’s offshore oil and gas sector.

Many skills used in the oil and gas industry, such as those in construction, safety and mechanics, overlap with those needed in offshore wind energy. Coal workers could also be re-employed in offshore wind manufacturing, port assembly and engineering.

Realising these opportunities from offshore wind will take time and proactive policy and planning. Our report includes ten recommendations, including:

  • establishing a regulatory regime in Commonwealth waters
  • integrating offshore wind into energy planning and innovation funding
  • further research on the cost-benefits of the sector to ensure Australia meets its commitments to a well managed sustainable ocean economy.

If we get this right, offshore wind can play a crucial role in Australia’s energy transition.

Imagine, for a moment, a different kind of Australia. One where bushfires on the catastrophic scale of Black Summer happen almost every year. One where 50℃ days in Sydney and Melbourne are common. Where storms and flooding have violently reshaped our coastlines, and unique ecosystems have been damaged beyond recognition – including the Great Barrier Reef, which no longer exists.

Frighteningly, this is not an imaginary future dystopia. It’s a scientific projection of Australia under 3℃ [5.4°F] of global warming – a future we must both strenuously try to avoid, but also prepare for.

The sum of current commitments under the Paris climate accord puts Earth on track for 3℃ of warming this century. Research released today by the Australian Academy of Science explores this scenario in detail.

The report, which we co-authored with colleagues, lays out the potential damage to Australia. Unless the world changes course and dramatically curbs greenhouse gas emissions, this is how bad it could get.

The Risks to Australia of a 3°C warmer World

A spotlight on the damage

Nations signed up to the Paris Agreement collectively aim to limit global warming to well below 2℃ [3.6°F] this century and to pursue efforts to limit temperature increase to 1.5℃ [2.7°F.]. But on current emissions-reduction pledges, global temperatures are expected to far exceed these goals, reaching 2.9℃ by 2100.

Australia is the driest inhabited continent, and already has a highly variable climate of “droughts and flooding rains”. This is why of all developed nations, Australia has been identified as one of the most vulnerable to climate change.

The damage is already evident. Since records began in 1910, Australia’s average surface temperature has warmed by 1.4℃, and its open ocean areas have warmed by 1℃. Extreme events – such as storms, droughts, bushfires, heatwaves and floods – are becoming more frequent and severe.

Today’s report brings together multiple lines of evidence such as computer modelling, observed changes and historical paleoclimate studies. It gives a picture of the damage that’s already occurred, and what Australia should expect next. It shines a spotlight on four sectors: ecosystems, food production, cities and towns, and health and well-being.

In all these areas, we found the impacts of climate change are profound and accelerating rapidly.

1. Ecosystems

Australia’s natural resources are directly linked to our well-being, culture and economic prosperity. Warming and changes in climate have already eroded the services ecosystems provide, and affected thousands of species.

The problems extend to the ocean, which is steadily warming. Heat stress is bleaching and killing corals, and severely damaging crucial habitats such as kelp forests and seagrass meadows. As oceans absorb carbon dioxide (CO₂) from the atmosphere, seawater is reaching record acidity levels, harming marine food webs, fisheries and aquaculture.

At 3℃ of global warming by 2100, oceans are projected to absorb five times more heat than the observed amount accumulated since 1970. Being far more acidic than today, ocean oxygen levels will decline at ever-shallower depths, affecting the distribution and abundance of marine life everywhere. At 1.5-2℃ warming, the complete loss of coral reefs is very likely.

Under 3℃ warming, global sea levels are projected to rise 40-80 centimetres, and by many more metres over coming centuries. Rising sea levels are already inundating low-lying coastal areas, and saltwater is intruding into freshwater wetlands. This leads to coastal erosion that amplifies storm impacts and affects both ecosystems and people.

Land and freshwater environments have been damaged by drought, fire, extreme heatwaves, invasive species and disease. An estimated 3 billion vertebrate animals were killed or displaced in the Black Summer bushfires. Some 24 million hectares burned, including 80% of the Blue Mountains World Heritage Area and 50% of Gondwana rainforests. At 3℃ of warming, the number of extreme fire days could double.

Some species are shifting to cooler latitudes or higher elevations. But most will struggle to keep up with the unprecedented rate of warming. Critical thresholds in many natural systems are likely to be exceeded as global warming reaches 1.5℃. At 2℃ and beyond, we’re likely to see the complete loss of coral reefs, and inundation of iconic ecosystems such as the World Heritage-listed Kakadu National Park.

At 3℃ of global warming, Australia’s present-day ecological systems would be unrecognisable. The first documented climate-related global extinction of a mammal, the Bramble Cay melomys from the Torres Strait, is highly unlikely to be the last. Climate change is predicted to increase extinction rates by several orders of magnitude.

Degradation of Australia’s unique ecosystems will harm the tourism and recreation industries, as well as our food security, health and culture.

There are ways to reduce the climate risk for ecosystems – many of which also benefit humans. For example, preserving and restoring mangroves protects our coasts from storms, increases carbon storage and retains fisheries habitat.

2. Food production

Australian agriculture and food security already face significant risks from droughts, heatwaves, fires, floods and invasive species. At 2℃ or more of global warming, rainfall will decline and droughts in areas such as southeastern and southwestern Australia will intensify. This will reduce water availability for irrigated agriculture and increase water prices.

Heat stress affects livestock welfare, reproduction and production. Projected temperature and humidity changes suggest livestock will experience many more heat stress days each year. More frequent storms and heavy rainfall are likely to worsen erosion on grazing land and may lead to livestock loss from flooding.

Heat stress and reduced water availability will also make farms less profitable. A 3℃ global temperature increase would reduce yields of key crops by between 5% and 50%. Significant reductions are expected in oil seeds (35%), wheat (18%) and fruits and vegetables (14%).

Climate change also threatens forestry in hotter, drier regions such as southwestern Australia. There, the industry faces increased fire risks, changed rainfall patterns and growing pest populations. In cooler regions such as Tasmania and Gippsland, forestry production may increase as the climate warms. Existing plantations would change substantially under 3℃ warming.

As ocean waters warm, distributions and stock levels of commercial fish species are continuing to change. This will curb profitability. Many aquaculture fisheries may fundamentally change, relocate or cease to exist.

These changes may cause fisheries workers to suffer unemployment, mental health issues (potentially leading to suicides) and other problems. Strategic planning to create new business opportunities in these regions may reduce these risks.

3. Cities and towns

Almost 90% of Australians live in cities and towns and will experience climate change in urban environments.

Under a sea level rise of 1 metre by the end of the century – a level considered plausible by federal officials – between 160,000 and 250,000 Australian properties and infrastructure are at risk of coastal flooding.

Strategies to manage the risk include less construction in high-risk areas, and protecting coastal land with sea walls, sand dunes and mangroves. But some coastal areas may have to be abandoned.

Extreme heat, bushfires and storms put strain on power stations and infrastructure. At the same time, more energy is needed for increased air conditioning use. Much of Australia’s electricity generation relies on ageing and unreliable coal-fired power stations. Extreme weather can also disrupt and damage the oil and gas industries. Diversifying energy sources and improving infrastructure will be important to ensure reliable energy supplies.

The insurance and financial sector is becoming increasingly aware of climate risk and exposure. Insurance firms face increased claims due to climate-related disasters including floods, cyclones and mega-fires. Under some scenarios, one in every 19 property owners face unaffordable insurance premiums by 2030. A 3℃ world would render many more properties and businesses uninsurable.

Cities and towns, however, can be part of the climate solution. High-density urban living leads to a lower per capita greenhouse gas emission “footprint”. Also, innovative solutions are easier to implement in urban environments.

Passive cooling techniques, such as incorporating more plants and street trees during planning, can reduce city temperatures. But these strategies may require changes to stormwater management and can take time to work.

4. Human health and well-being

A 3℃ world threatens human health, livelihoods and communities. The elderly, young, unwell, and those from disadvantaged socioeconomic backgrounds are at most risk.

Heatwaves on land and sea are becoming longer, more frequent and severe. For example, at 3℃ of global warming, heatwaves in Queensland would happen as often as seven times a year, lasting 16 days on average. These cause physiological heat stress and worsen existing medical conditions.

Bushfire-related health impacts are increasing, causing deaths and exacerbating pre-existing conditions such as heart and lung disease. Tragically, we saw this unfold during Black Summer. These extreme conditions will increase at 2℃ and further at 3℃, causing direct and indirect physical and mental health issues.

Under 3℃ warming, climate damage to businesses will likely to lead to increased unemployment and possibly higher suicide rates, mental health issues and health issues relating to heat stress.

At 3°C global warming, many locations in Australia would be very difficult to inhabit due to projected water shortages.

As weather patterns change, transmission of some infectious diseases, such as Ross River virus, will become more intense. “Tropical” diseases may spread to more temperate areas across Australia.

Strategies exist to help mitigate these effects. They include improving early warning systems for extreme weather events and boosting the climate resilience of health services. Nature-based solutions, such as increasing green spaces in urban areas, will also help.

How to avoid catastrophe

The report acknowledges that limiting global temperatures to 1.5℃ this century is now extremely difficult. Achieving net-zero global emissions by 2050 is the absolute minimum required to to avoid the worst climate impacts.

Australia is well positioned to contribute to this global challenge. We have a well-developed industrial base, skilled workforce and vast sources of renewable energy.

But Australia must also pursue far more substantial emissions reduction. Under the Paris deal, we’ve pledged to reduce emissions by 26-28% between 2005 and 2030. Given the multiple and accelerating climate threats Australia faces, we must scale up this pledge. We must also display the international leadership and collaboration required to set Earth on a safer climate trajectory.

Our report recommends Australia immediately do the following:

  1. join global leaders in increasing actions to urgently tackle and solve climate change

  2. develop strategies to meet the challenges of extreme events that are increasing in intensity, frequency and scale

  3. improve our understanding of climate impacts, including tipping points and the compounding effects of multiple stressors at global warming of 2℃ or more

  4. systematically explore how food production and supply systems should prepare for climate change

  5. better understand the impacts and risks of climate change for the health of Australians

  6. introduce policies to deliver deep and rapid cuts in emissions across the economy

  7. scale up the development and implementation of low- to zero-emissions technologies

  8. review Australia’s capacity and flexibility to take up innovations and technology breakthroughs for transitioning to a low-emissions future

  9. develop a better understanding of climate solutions through dialogue with Aboriginal and Torres Strait Islander peoples – particularly strategies that helped people manage Australian ecosystems for tens of thousands of years

  10. continue to build adaptation strategies and greater commitment for meeting the challenges of change already in the climate system.

We don’t have much time to avert catastrophe. This decade must be transformational, and one where we choose a safer future.

NZ’s Ardern: Mosque Massacre was Enabled by ignoring White Supremacist Terror Threat and by YouTube Radicalization https://www.juancole.com/2020/12/massacre-supremacist-radicalization.html Wed, 09 Dec 2020 05:56:59 +0000 https://www.juancole.com/?p=194885 Ann Arbor (Informed Comment) – The Royal Commission of Inquiry into the Terrorist Attack on Christchurch Mosques on 15 March 2019 looked into the background of the white nationalist Australian young man who flew to Dunedin in 2017, stayed there in a sparsely furnished little apartment for eighteen months, and then went on a killing spree, killing 51 Muslim New Zealanders in mosque attacks. He was sold an assault weapon after being in the country only 3 months.

Prime Minister Jacinda Ardern addressed the nation in the wake of its release. She admitted that security resources was overwhelmingly dedicated to monitoring Muslims, in the absence of any real evidence that the some 50,000 Muslims in the country actually posed any threat. At the same time, white supremacists and other hate groups received relatively little attention. She also noted deficiencies in the firearms licensing system. She affirmed that all those who call New Zealand home should be safe, obviously including the country’s small Muslim minority.

Ardern highlighted the following passage in the report.

    “The individual claimed that he was not a frequent commenter on extreme right-wing sites and that YouTube was, for him, a far more significant source of information and inspiration. Although he did frequent extreme right-wing discussion boards such as those on 4chan and 8chan, the evidence we have seen is indicative of more substantial use of YouTube and is therefore consistent with what he told us.”

She said she intended to bring this matter up with Alphabet officials, the parent company of YouTube and Google.

I know it is only anecdotal, but I have noticed that any time YouTube is on auto-play, it fairly quickly goes dark places. You rapidly end up with Alex Jones or some Islamophobic jerk ranting, or a Muslim extremist screed. In fact, I used to turn off autoplay when I embedded YouTube videos here on my site, but then the company took away that option. So my advice is that if you watch a video I choose for you, turn it off quick when it ends.

That there is something sinister about the YouTube algorithm is controversial. A recent paper presented at the Association for Computing Machinery found evidence for the thesis, especially if you look at the viewer comments. Another study at Penn, however, did not find radicalization.

In my view, Google saves money by turning key decisions on content over to robots, and this is irresponsible.

The report has other things to say about the perpetrator’s social media habits:

    “In 2017, the individual joined The Lads Society’s Facebook group, having changed his username to “Barry Harry Tarry”. Later, he joined The Lads Society Season Two Facebook page, which was a private group. He made his first post on 19 September 2017. He was an active contributor, posting on topics related to issues occurring in Europe, New Zealand and his own life, far right memes, media articles, YouTube links (many of which have since been removed for breaching YouTube’s content agreements), and posts about people who were either for or against his views. He also encouraged others to donate to Martin Sellner, a far right Austrian politician. Two sets of comments warrant particular mention.

    In early February 2018, the individual (under the Barry Harry Tarry username) engaged in online discussion with members of The Lads Society Season Two Facebook group about Mein Kampf. In particular, they discussed Hitler’s suggestion that grievance should be the focus of propaganda, “galvanising” those who see themselves as persecuted and “drawing in new sympathisers”. The individual commented:

    “Agreed, it is far better to be the oppressed than the oppressor, the defender than the attacker and the political victim rather than the political attacker. Though 1920’s Germany was a very different time to now and we face a very different enemy. Our greatest threat is the non-violent, high fertility, high social cohesion immigrants. They will boil the frogs slowly and by the time our people have enough galvanising force to commit the political and social change necessary for survival, the demographics in my opinion will have shifted so harshly that we would likely never recover . . . What I am saying is that we can’t be a violent group, not now. But without violence I am not certain if there will be any victory possible at all.”

The report notes that his statement “we can’t be a violent group” was made at a time he was already plotting violence, so this phrase was likely intended to throw off any law enforcement officers watching the site.

Facebook has been a major enabler of extremism, and has admitted that the platform was used to incite genocide against the Rohingya Muslims in Buddhist Myanmar (Burma).

Prime Minister Arden and the report both stressed the need to create more social cohesion in New Zealand to to promote tolerance of diversity. It is striking that the Commission report spoke this way:

    “At the heart of our inquiry were whānau of the 51 shuhada, and the survivors and witnesses of the terrorist attack and their whānau. Connecting with Muslim communities was an expectation in our Terms of Reference, but it was also the right thing to do. We gained valuable insights in this way.”

This is remarkable diction. Whanau in Maori roughly means kin or extended family, i.e. clan (cognate to ‘ohana in Hawaiian). Shuhada is the Muslim word for “martyrs.” The report begins by seeing the Muslim families in New Zealand as mirroring Maori clans, naturalizing them into the Polynesian country. Then it unselfconsciously incorporates the Muslim community’s own terminology about those killed, as martyrs deserving of paradise who died for their faith. I don’t think I’ve ever seen Maori and Arabic juxtaposed in this way, and it is a language of generous inclusivity.

Of the little over 5 million New Zealanders, nearly half say they have no religion. Some 38% are believing Christians. Hindus comprise 2.7%, Muslims are 1.3% and Buddhists are 1.1%. People following Maori religious and philosophical ideas are also 1.1%. (Most Maoris follow one of two forms of Christianity that are influenced by their Polynesian background). New Zealand was part of the British Empire, which included the Indian subcontinent, so it has a small but significant South Asian immigrant community, and I think most Muslims are of that description. Almost all New Zealanders say they would be OK with living next to someone of a different religion (in the US, large percentages are not all right with this).

The percentage of New Zealanders who practice a non-Christian religion is expected to double by 2050 because of immigration and high birth rates among the immigrants. But I figure that would only take them to 12 percent of the population. And, who knows, the next generation could end up as unchurched as most New Zealanders of Christian heritage.

On Sunday, New Zealand will mark 100 days without community transmission of COVID-19.

From the first known case imported into New Zealand on February 26 to the last case of community transmission detected on May 1, elimination took 65 days.

New Zealand relied on three types of measures to get rid of the virus:

  1. ongoing border controls to stop COVID-19 from entering the country

  2. a lockdown and physical distancing to stop community transmission

  3. case-based controls using testing, contact tracing and quarantine.

Collectively, these measures have achieved low case numbers and deaths compared with high-income countries in Europe and North America that pursued a suppression strategy.

New Zealand is one of a small number of jurisdictions – including mainland China, Hong Kong, Taiwan, South Korea, Vietnam, Mongolia, Australia and Fiji – pursuing COVID-19 containment or elimination. Most have had new outbreaks. The exceptions are Taiwan, Mongolia, Fiji and New Zealand.

Australia adopted very similar responses to the pandemic and it is important to note that most states and territories are in the same position as New Zealand. But Victoria and, to a lesser extent, New South Wales are seeing a significant resurgence.

The key difference is that New Zealand committed relatively early to a clearly articulated elimination strategy and pursued it aggressively. An intense lockdown proved highly effective at rapidly extinguishing the virus.

There are key lessons from New Zealand’s COVID-19 experience.

A vigorous, decisive response to the pandemic was highly effective at minimising cases and deaths. New Zealand has the lowest COVID-19 death rate in the OECD.

Total all-cause deaths also dropped during the lockdown. This observation suggests it did not have severe negative effects on health, although it will almost certainly have some negative long-term effects.

Elimination of the virus appears to have allowed New Zealand to return to near-normal operation fairly rapidly, minimised economic damage compared with Australia. But the economic impact is likely to keep playing out over the coming months.

Getting through the pandemic

We have gained a much better understanding of COVID-19 over the past eight months. Without effective control measures, it is likely to continue to spread globally for many months to years, ultimately infecting billions and killing millions. The proportion of infected people who die appears to be slightly below 1%.

This infection also causes serious long-term consequences for some survivors. The largest uncertainties involve immunity to this virus, whether it can develop from exposure to infection or vaccines, and if it is long-lasting. The potential for treatment with antivirals and other therapeutics is also still uncertain.

This knowledge reinforces the huge benefits of sustaining elimination. We know that if New Zealand were to experience widespread COVID-19 transmission, the impact on Māori and Pasifika populations could be catastrophic.

We have previously described critical measures to get us through this period, including the use of fabric face masks, improving contact tracing with suitable digital tools, applying a science-based approach to border management, and the need for a dedicated national public health agency.

Maintaining elimination depends on adopting a highly strategic approach to risk management. This approach involves choosing an optimal mix of interventions and using resources in the most efficient way to keep the risk of COVID-19 outbreaks at a consistently low level. Several measures can contribute to this goal over the next few months, while also allowing incremental increases in international travel:

  • resurgence planning for a border-control failure and outbreaks of various sizes, with state-of-the-art contact tracing and an upgraded alert level system

  • ensuring all New Zealanders own a re-useable fabric face mask with their use built into the alert level system

  • conducting exercises and simulations to test outbreak management procedures, possibly including “mass masking days” to engage the public in the response

  • carefully exploring processes to allow quarantine-free travel between jurisdictions free of COVID-19, notably various Pacific Islands, Tasmania and Taiwan (which may require digital tracking of arriving travellers for the first few weeks)

  • planning for carefully managed inbound travel by key long-term visitor groups such as tertiary students who would generally still need managed quarantine.

Building back better

New Zealand cannot change the reality of the global COVID-19 pandemic. But it can leverage possible benefits.

We should conduct an official inquiry into the COVID-19 response so we learn everything we possibly can to improve our response capacity for future events.

We also need to establish a specialised national public health agency to manage serious threats to public health and provide critical mass to advance public health generally. Such an agency appears to have been a key factor in the success of Taiwan, which avoided a costly lockdown entirely.

Business as usual should not be an option for the recovery phase. A recent Massey University survey suggests seven out of ten New Zealanders support a green recovery approach.
